Samsung started rolling out Android 4.3 update for Galaxy Note 2 devices in India (GT-N7100). The update is OTA and you should see the notification in the next few days. Galaxy Note 2 was released last year in September 2012 with Android 4.1 Jelly Bean out of the box and got a minor update to 4.1.2 and stayed there till now with out any updates to the device.
